PUWER and LOLER are both 1998 regulations. They are not two names for the same duty, and a sticker is neither of them.
Titan does not carry out thorough examinations. A label shows the dates and wording you supply. It does not replace the written report.
PUWER
HSE’s PUWER pages cover work equipment in general: an overview, inspection, maintenance, training and mobile work equipment. HSE’s inspection page says the purpose of an inspection is to see whether work equipment can be operated, adjusted and maintained safely, and to find deterioration before it becomes a risk. Not every item needs a formal inspection. A visual check before use can be enough. Inspection is needed where significant risk can come from incorrect installation, reinstallation, deterioration or other circumstances. The need and the frequency come from risk assessment.
PUWER regulation 6, as HSE summarises it, calls for inspection after installation and before first use where safety depends on installation, at suitable intervals where deterioration could cause danger, and after exceptional circumstances such as major modifications, serious damage, or a substantial change in use. HSE says work equipment that needs inspection should not be used unless you know the inspection has happened. When it leaves the undertaking, or arrives from another, it should be accompanied by physical evidence of the last inspection. HSE gives examples of that evidence: an inspection report or, for smaller items, tagging, colour coding or labelling.
LOLER on top
HSE’s L113 says LOLER applies to lifting equipment and builds on PUWER. HSE’s thorough examination page says maintenance to keep lifting equipment safe is a PUWER requirement, and that LOLER adds thorough examination and the reporting duties in regulations 9, 10 and 11. Thorough examination is the systematic examination by a competent person and the written report. It is not the same thing as the pre-use check or the in-between inspection.
What a printer can do
We can print a date label, a number sheet, or the wording you use to show that a machine is not to be used. We cannot carry out the PUWER inspection or the LOLER thorough examination, and the sticker is not the record you must keep. In-stock catalogue stickers can dispatch the same day.
